which one is better when making a complaint by talking or by writing ?

from my perspective , it is up to?how severe the complaint is or who we?file a complaint?to when it comes?to how to do it .

1st?as for something trivial that can be?solved by someone familiar , talking makes a highly effective way to get the job done which is way more time efficient and handy , for instance ,....

2nd?however?in terms of something?big time?that can only be taken care of by some?big man , I guess writing seems much more formal and convincing which gives receivers a kind of stress to?work on the issue?, for example ,.....
